The Minutes of the Meeting of the Parish Council Meeting held at Ashford Carbonell Village Hall on Tuesday 19th September 2017 at 7.00pm
1. Present:
Councillors: Mr N Tilt (Chairman), Mr M Thompson, Mr J Hawkins, Mr M Bowden, Mrs C Bicker-Caarten

No members of the public present.
4. Declarations of Interest:
Mr J Hawkins declared a personal interest in respect of planning application 17/04192/FUL
5. To approve the Minutes of the Previous Meeting:
The minutes of the meetings dated the 18th July 2017 were approved by the council and signed as a correct record by the Chairman.
6. Matters Arising from the Minutes:
a) The Clerk reported that a response was still awaited from Shropshire Council on when the damaged kerb stones on the Village Green will be replaced.
b) The Clerk reported that Shropshire Council will monitor the problem of dog fouling in the village.
7. Chairman’s Communications
No matters to report.
8. Planning Items:
Planning Application 17/04182/Full – Brookside, Ashford Carbonell – Erection of a two-storey rear extension (Cllr J Hawkins left the meeting for this item) – The Parish Council had no objection to the application
9. Highway/Amenity Items:
It was agreed to fund the cost of cutting the hedge between the Maypole and the School from the Environment Grant.
10. Financial Items:
a) The Parish Council had bank balances of £15,429 before the payment of the following accounts.
The following accounts were approved for payment:
C E Williams – Disbursement – £375.00
Came and Company – Annual Insurance – £282.80
C E Williams – Website Maintenance Grant – £840 (meet from transparency grant)
b) The Parish Council agreed the following grants:
Ashford Carbonell Village Hall – Grant towards annual maintenance of Hall and Field – £1,200
Ashford Carbonell PCC – Grant towards upkeep of Church Yard – £400
c) The Clerk reported that the accounts for the financial year 2016-17 had been certified by the external auditors Maars.
11. Consultations:
a) The Parish Council agreed to make the following comment on the Shropshire Council Car Park Strategy
In relation to Ludlow the free 15minute pop in parking should be retained and that the hours of parking restriction should not be extended from 6pm.
b) The Parish Council made no comment in respect of the Library Consultation Strategy as existing mobile facilities will remain for rural parish areas.
