The Minutes of the Meeting of the Parish Council Meeting held at Ashford Carbonell Village Hall on Wednesday 13th July 2016 at 7.00pm

3. Items from Members of the Public:
No members of the public present.
4. Declarations of Interest:
All members declared an interest in respect of planning application 16/02333/Ful – Formation of a Manege Little Hunting-ton Ashford Carbonell. As this application had been submitted by the Chairman it was not considered by the Parish Coun-cil and no observation would be submitted to Shropshire Council.
5. To approve the Minutes of the Previous Meeting:
The minutes of the meetings dated the 11th May 2016 were approved by the council and signed as a correct record by the Chairman.
6. Matters Arising from the Minutes:
No matters arising from the minutes on items not included in the agenda.
7. Chairman’s Communications
a) The Chairman reported that concerns had been raised about recent burglaries that had occurred in the village and it was agreed that the Local Police be invited to the meeting of the Parish Council to discuss these concerns.
Cllr M Bowden had to leave at this point of the meeting.
b) The Clerk updated the meeting on the possible closure of local services by Shropshire Council unless these services were taken on by Parish and Town Councils. This is particularly relevant to the Market Towns such as Ludlow and mainly related to Library and leisure Services, it has been suggested that neighbouring Parish Councils may wish to consider con-tributing towards the costs however it was felt by many parishes that this would be impracticable.
8. Planning Items:
Concerns were raised about the continued developments taking place on the land at Wayside Ashford Carbonell. Although these concerns have been reported to the Shropshire Council Planning Enforcement Officer the issues raised had not been clarified by the Enforcement Officer the Clerk would pursue a response.
9. Highway/Amenity Items:
a) Cllr N Tilt will contact Shropshire Council about the clearance of the drains in Huntington Lane Ashford Carbonell.
b) Cllr G Jones raised concerns about the condition of the Horse Chestnut Tree situated on the grass verge by the Village Green behind the Dumblehole road sign. The Clerk will report this item to Shropshire Council Highways who are respon-sible for the tree.
c) The Parish Council had received several emails concerning the speeding of vehicles through the village (copies of which had been forwarded to each parish councillor prior to the meeting) and where it was appropriate for a 30mph speed restriction to be implemented through the village.
The Clerk reported that in 2008/9 the Parish Council were offered a mandatory 30mph limit as part of the Shropshire Council speed limit review process but following a public meeting this was declined due to the need for repeater signs through the village in the absence of a highway standard lighting system. Shropshire Council would consider a further re-view however this would be subject to funding being available.
The Parish Council agreed that Shropshire Council be asked to undertake a speed survey in the village before matter is reviewed although the cost of survey approximately £500 may have to be borne by the Parish Council. Any proposed speed limit through the village would be subject to public consultation. d) It was agreed by the Parish Council that he whole of the sports field which is half owned by the Village Hall Committee and half owned privately should be registered as a Community Asset this would give the Parish a Right to Bid should any part of the land be subject to future planning development/sale.
