Notes of Ashford Carbonel Parish Council Meeting

Council Meeting held at Ashford Carbonell Village Hall on Monday 12th November 2012 at 7.15pm

1. Present: Councillor R Tilt (Chairman) Councillors: Mrs E Marrs, Mrs M E Heath, Mr D Brundrett and Mr G Jones

Members of the Public were present, Shropshire Councillor Mr M Taylor-Smith

2. Apologies: Mr D Brundrett

3. Items from Members of the Public/Shropshire Council:

a) A member of the public raised concerns about the positioning and visibility of the Zebra Crossings by Harry Tuffins Sheet Road Ludlow this matter was noted by Shropshire Councillor Martin Taylor-Smith.

b) Shropshire Councillor Martin Taylor-Smith reported on the planning application for two houses at the Salwey Arms Wofferton, that he had again requested the provision of a roundabout at the junction by the Salwey Alms Wofferton on the A49, and the public meeting to take place at the Harley Centre Ludlow on Friday the 16th November 2012 to look at the design of the proposed New Hospital Ludlow.

c) Cllr D Brundrett raised his concerns about the resurface work undertaken in Saltmore lane Ashford Carbonell both in respect of the need for the resurface work and the quality of the work undertaken; the Clerk will refer this matter to the Shropshire Council Highways Section for comment.

5. To approve minutes of previous meeting: The minutes of the meeting held on the 24th September 2012 were approved as a correct record and signed by the Chairman.

6. Matters Arising From the Minutes:

a) The Chairman reported that the Clerk had obtained hazard warning notices concerning the danger of swimming in the river at Teme’s Green which will be shortly installed on site.

b) It was reported that the bridleway which runs from Dumblehole Lane to the river adjacent to Barrett’s Mill was now blocked; the Clerk will again refer this matter to the Countryside Agency and the Owners of the parcel of land through which the bridleway passes.

7. Chairman’s communications:

a) Cllr E Marrs had attend the recent meeting of the Ludlow and Clee Local Joint Committee on which she had given a report on items affecting the parish, the Local Police Inspector had referred to the problem of stealing that was occurring in the area particular from outside sheds which he warned residents to lock at all times.

It was also noted that there will be a change to the car parking fees in Ludlow from the beginning of December 2012 with a charge for on- street parking being also introduced on a Sunday, however the off-street parking charges on a Sunday would be reduced, the purpose of the policy is to encourage road users to use the designated car park areas on a Sunday.

b) Cllr G Jones had attend a seminar arrange by the South Shropshire Housing Association at which there was a presentations by the Housing Association, John Aitkens on the Ludlow Foyer, the South Shropshire Furniture Scheme on their wide ranging activities and Neenton Parish Council on the setting up of a Community Hub.

8. Planning Items: No Planning items

9. Highway Items:

a) The Chairman reported that he was still pursuing with the Shropshire Council the positioning of the speed vehicle activated sign on the Caynham Road by the Bishop Hooper School and the parking of vehicles by the junction of Donkey Lane.

b) Cllr G Jones reported that the roadway through the village had been swept and wished to enquire how often this is undertaken by Shropshire Council.

c) Cllr E Marrs referred to the large HGV vehicles which use Huntington Road to visit Kirkenel Orchards however due to the poor signage some vehicle miss the turning and carry on along the roadway where there is no turning and when reversing end in the ditch. The Clerk will contact Shropshire Council Highways to ask for improved signage stating no access for HGV Vehicles.

d) The Clerk referred to the Review of Shropshire Councils Speed Management Policies a copy of which he had forwarded by email to each Councillor for comment with responses to be submitted by the 11th January 2013.

A representative of the parish Council was requested to attend a consultation meeting to be held at the Mascall centre on the 21st November 2012 commencing 7.00pm.

10. Financial Items: The Parish Council had bank balances of £4417.95.
