The Draft Minutes of the Annual Public and Annual Meeting of the Parish Council Meeting held at Ashford Carbonell Village Hall on Wednesday 11th May 2016 at 7.00pm
1. Present:
Councillors: Mrs E Marrs (Chairman), Mr G Jones, Mr M Bowden, Mr D Brundrett, Mr N Tilt

ANNUAL PUBLIC MEETING
1. Annual report of the Chairman
Cllr E Marrs presented her annual report to the meeting highlighting the items that had been dealt with during the year which included Highway, Amenity and Planning issues.
The War Memorial has now been listed as Grade II as being of special historical and architectural interest.
Faster broadband had been installed within the village area during 2015.
The Parish Boundary Walk raised £141 for Children in Need this being the first year the event has been held with a further “Boundary Walk” being planned for this summer.
The Councils precept had been increased this financial year by £640 in order for the Parish Council to plan ahead for the future in the delivery of local services with planned cuts by Shropshire Council,
The Parish Council had balances of £6,247 at the 31st March 2016.
The Parish Council have a new website www.ashfordcarbonellpc.org.uk which will be regularly updated with meeting dates, minutes, financial information, planning information etc.
The Chairman thanked members of the public for attending Parish Council Meetings and for the assistance given to her during the year by fellow Councillors and the Clerk to the Council.
2 Annual Report of Ashford Carbonell Village Hall Committee
The Parish Council received a copy of the Chairman’s Village Hall Committee Annual Report which was read out at the meeting and which included details of the use of the hall which was being used by a huge diversity of groups and clubs and the bar continues to be a great success.
It was noted that the village hall has agreed with the co-owners a split of ownership so that the VH owns the half adjacent to the hall.
The Parish Council recorded its appreciation for the valuable work undertaken by the Village Hall Committee in providing a valuable community social asset.

4. Election of Chairman: Cllr E Marrs was re-elected Chairman for the ensuing Year
5. Election of Vice-Chairman: Cllr N Tilt was elected Vice-Chairman for the ensuing Year.
6. Appointment of Representatives for the Year:
Ludlow and Clee Hill Area Local Joint Committee – Cllr Mrs E Marrs
Ashford Carbonell Village Hall Committee – Cllr Mr D Brundrett
7. Declarations of Interest: Nil
8. To approve the Minutes of the Previous Meeting:
The minutes of the meetings dated the 16th March 2016 were approved by the council and signed as a correct record by the Chairman.
6. Matters Arising from the Minutes: No matters arising from the minutes on items not included in the agenda.
7. Chairman’s Communications: No items to report
8. Planning Items:
It was noted that here have been concerns about the recent developments on the land at Wayside Ashford Carbonell which may be contrary to the granted planning application these concerns have been reported to the Shropshire Council Planning Enforcement Officer
9. Highway/Amenity Items:
a) The Clerk to report to the highways section the potholes in Dumblehole Lane Ashford Carbonell.
b) The Clerk to report to the highways section the blocked drains in the village.
c) Cllr D Brundrett will arrange with the grass cutting to be undertaken within the village the cost of which is met from the Environment Grant received by the Parish Council.
d) The chairman to ensure that the reference code is put on the defibrillator installed at the Village Hall.
10. Financial Items:
a) The following accounts were approved for payment
SALC – Annual Subscription – £184.04
K L Adams – Internal Audit Fee – £115.50
Came and Co –Annual Insurance – £276.49
The Parish Council approved the Annual Audit and Governance Statement for 2015/16 and noted that the accounts had been certified by the Councils Internal Auditor Mr K Adams.
