The Draft Minutes of a Parish Council Meeting held at Ashford Carbonell Village Hall on 16th July 2013

1. Present: Councillors: Mrs E Marrs (Chairman), Mr N Tilt, Mr M Bowden and Mr G Jones

2. Apologies: Councillor D Brundrett

3. Items from Members of the Public/Shropshire Council: The owner of the property known as Wayside Ashford Carbonell attended the meeting to make comment on the recent planning application at the site to which the Parish Council had objected however this which had now been approved by the Shropshire Council Planning Committee.

4. To approve the Minutes of the Previous Meeting: The minutes of the meetings dated the 13th May 2013 and the 16th June 2013 were approved by the council and signed as a correct record by the Chairman.

5. Matters Arising from the Minutes: No matters arising from the minutes on items not included in the agenda.

6. Chairman’s Communications a) The Chairman had attended the recent meeting of the Local Joint Committee which had been held at the Bishop Hooper School Ashford Carbonell of which there was a guided tour and had discussed the provision of Defibrillators.

It was agreed by the Parish Council that the Clerk should submit a grant application to the LJC for a contribution towards the provision of a defibrillator the cost of which was approximately £1,600 and to place the item on the agenda for the next meeting.

b) The Clerk reported that the annual meeting of the Annual Town and parish Emergency Planning Briefing is to be held on the 26th September 2013 at the Shirehall Shrewsbury to which the Parish Council were invited to send a representative.

7. Planning Items:

a) Planning application13/0237/Ful – Erection of replacement dwelling and detached garage – Little Orchards Huntington Lane Ashford Carbonell – No Objection.

b) The Clerk reported that Shropshire Council had issued the Revised Preferred Options Consultation Paper for Housing and Employment Land to the Year 2026 (SAMDev). As previously Ashford Carbonell was classed as Countryside for planning policy purposes where new development is strictly controlled in accordance with national and local policies. New housing would only be permitted in exceptional circumstances in accordance with Policies CS5 and CS11 of Shropshire Councils Core Strategy.

The Parish Council noted the consultation document which is available for public comment until the 23rd August 2013.

8. Highway/Amenity Items:

a) It was noted that the verges had now been cut at the Ashford Carbonell Junction/A49.

b) Following discussion at the previous meeting it was agreed by the Parish Council that the provision of a “Dead End sign should be place at the entrance to the village the Clerk will refer this matter to the Highways Section.

c) One of the recently installed warning signs near the weir had been vandalised this would be replaced by the Parish Council.

d) The Parish Council approved a grant of £225 towards the cost of felling of the infected Chestnut Tree at the “The Ford” Ashford Carbonell this tree having originally been donated by the Parish Council

9. Financial Items:

The Parish Council had bank balances of £7,496.84 The following accounts were approved for payment

C E Williams – Salary - £240, Inland Revenue – Tax - £60, Ashford Carbonell VH – Annual Grant - £1,200

Ashford PCC – Annual Grant - £400

10. Next Meetings:

Tuesday 17th September 2013 (this meeting will be attended by Dianne Humphries Planning Officer Shropshire Council), 12th November 2013, 14th January 2014, 18th March 2014, 20th May 2014 – all commencing 7.30pm
